The few German news reports on this that I have found seem all to derive from the Bild article. The actress named as ‘officiating’ does not seem to be all that prominent.
If factual, it would generally considered be a case of harmless eccentricism without any legal relevance (all wedding ceremonies other than a those before the designated municipial official are legally void in Germany - weddings in church are preceded by the ceremony in the municipial registry office, with only the latter counting in law.)
So he wouldn’t be viewed as a bit of a pervert, as he comes across to me?
A bit odd and perhaps more perverted than most of us - but there are a lot of other marriages without sex.
Now this Swedish lady who is still in love with the Berlin Wall and considers herself married to ‘him’ since 1979…

To put the story in a context: *Bild *is the worst German tabloid (and, of course, the most read), and stories like this are the main reason I sometimes browse it, to have a good laugh. As a German citizen, I can assure you that there is no way of a legal marriage between a human and a cat (or any other non-human species) in Germany.
