That was an extremely trite catchphrase long before Michael Scott used it. (Wiki cites it being referred to as an “ancient one liner” as early as 1973, with a variant used by Alfred Hitchcock in 1929. It was used a lot on Wayne’s World in the 1990s.) While it might have been given new life by The Office, it can’t be really called a “catchphrase from a TV series.”
That was never a catchphrase on the TV series - it was used exactly once. So it never “failed.”

And it’s astonishing, considering what a minor character on what a minor cartoon series Glum was, that it should resonate with so many people.
For mine:
“Go Team Venture!” is probably not nearly as successful as it should be.
“OOH! OOH! OOH! Mistah Kottah! OOH! OOH!” is far more successful than I’m comfortable with (along with “I’m so CONFUSED!”).
