This is a story I heard. A guy had a Corvette with the plate : ALS Z28 People would stop him and say “That’s not a Z28.” He’d respond “I’m not Al.”

I can easily believe that this is what the Plate is referring to.
But i doubt if you teach a NeoPet in High School. So unless this is your student, there must be some other interpretation of this that I’m missing.

I believe what he meant was that if you leave out the decimal point, it becomes 6022 x10[sup]23[/sup], which is a thousand times too large.
