Yes Canadagirl, that’s elvish. It is what Galadriel says at the beginning of Fellowship of the Ring, though in the books it is spoken by Treebeard at some point in The Two Towers.

It means: “The world is changed. I feel it in the water. I feel it in the earth. I smell it in the air.”

I meant of course, spoken by Galadriel in the movie of *Fellowship … *, spoekn by Treebeard in the book TTT.
