Accepting your hypothetical scenario, Saddam could always have intended to capitalise on the situation by claiming he masterminded it, thus guaranteeing himself the veneration of many Arabs, and other Muslims.
Another (more plausible?) reason for not ratting al-Q out, had he and his extensive security and intelligence apparatus known in advance of plans for an attack, would be that he simply wanted to see which way the wind would blow subsequent to the attack. Not to mention that he wanted to see if it was carried out successfully or not.
Hey, if we’re going to stat overthrowing world leaders who may have known about the 9/11 attacks but did nothing to prevent them, then George W. Bush should be at the top of that list.
Not literally, no. But arguably, his long train of such abuses killed the Democrats. Republican talking heads on Fox News have called him their best friend in this election. Maybe Moore really wasn’t lying when he said he was “the anti-Democrat”.
