I live near a tourist beach in SoFL and we have people from all over the world here. Including Chinese, but not too many.
Islamic ladies’ swimsuits w what looks like a scuba hood with an open face but covered head & neck are pretty common. You’ll find one or a group of those on any busy day.
AIUI Chinese women (in China) are also fond of wearing a tinted plastic full face shield as a form of sunglasses & UV protection. See chinese full face sunglasses - Google Image Search.
In both cases I suspect the authorities’ concerns relate to people wearing these things to defeat the ubiquitous facial recognition cameras that enable mass continuous surveillance of the whole populace.
“Facekini” seems an odd choice of name for these things. A bikini is a garment noted for being very revealing, while these are exceptionally concealing.
When I saw the thread title, my first thought was that it would be about a bikini where the top part is modeled to resemble eyes or glasses, and the bottom part modeled to resemble a mouth.
No. It, kini, indicates a type of swim wear. Face kini
And the “bi” implies two pieces (though that is not specific to its etymology.) So I guess replacing that syllable makes sense. It looks like a lucha libre mask to me.

It’s dumb that a whatever-kini means pool- or swim-wear and whatever-gate means political scandal.
But that’s what popular usage has decreed.
As you probably know the name refers to the Pacific atoll named Bikini.
The fact that island starts with “Bi” which suggests 2 in English is coincidence.
Not that, but in San Jose I often saw women with a wide hat, mask, sunglasses, and white gloves, so that no skin was showing. Apparently in some cultures, lighter is better.

As someone who has a large skin graft on his face (and a few smaller divots) due to melanoma: no-one should ever expose their face to sunlight. Wear a hat* at all times when outdoors, wear sunscreen if it’s sunny, and keep to the shade as much as possible. Suntans on white people (or anyone else) are literally the worst idea of all time.
*Not a ball cap.
