I remember playing this game in the mid 90s…some features:
it was a web game and free
It was turn based but you only were allowed so many turns a day and they got fewer as your universe expanded
It had a .de addy and might have been affiliated with a university
It was Alpha Centuri like
You started with one planet but could expand to others

Was it OGame? That seems to have started as a German game, but is now available in many languages. It’s also made by Gameforge, which is based in Germany.
