Help me identify this (Dutch?) short movie

I was watching a movie in London last month that I really enjoyed. It was a short movie, from what I can tell - maybe about half an hour. At first I surfed right past it after watching two minutes of it, but then I came back to it, and thoroughly enjoyed the rest.

I don’t know exactly why I think it’s a Dutch film; maybe they were speaking Dutch in the background, or maybe there was a sign that had Dutch on it. All I know is, I have a feeling it was. There was no actual dialogue, by the way. At any rate…

The movie was about a man in a train station (I think). He sits down among all the other people waiting for the train, and is checking out the women in a smarmy, lascivious kind of way. He is of course, more drawn to the younger, attractive women, but even the older, more matronly women draw his attention at least temporarily. He leers and peeks and does everything short of wiggling his eyebrows - and to be honest, he may even have done that. Most of the women either give him disgusted looks or ignore him altogether.

Then a woman wearing a blue coat walks in - tall, leggy blonde. She sits down across from him, and is reading a book, or something along those lines. She definitely gets his attention, and he’s stealing glances at her whenever he can. The blonde seems oblivious at first, but then begins to return his attention, and very provocatively. She’s so blatant in her flirting that he actually gets uncomfortable, and tries very hard not to pay any attention to her. This all culminates in him getting a lap dance (basically) from her, in full view of everyone around, who just kind of look on disinterestedly, aside from one or two raised eyebrows.

Then the blonde gets up, and walks away, and he’s left flustered and red-faced. Then his wife joins him, and is a little perturbed by the fact that all these women are now looking at her and her husband very expectantly. The man shifts uncomfortably, and notices a poster on the wall - an advertisement for Kodak featuring none other than the leggy blonde - and in the poster she’s wearing the same blue coat. I definitely get the impression it was all just a rather elaborate daydream of a bored married man in a train station.

Any ideas what movie this was? It was very well-done, and I’d love to check out any other work by the same filmmaker.
