There is a girl and her dog. They are both sucked into a book, except the book doesn’t have any color in it because they are fighting inside of it.

It sounds to me like Rainbow Brite, but I don’t know if there’s a movie. I seem to remember something about a colorless world. The main Rainbow Brite had a unicorn, not a dog, though.
