This would be from the newspaper comic strip, probably late 60s - early 70s.
I seem to recall his first name was Percy. I don’t remember if he had a proper criminal alias or not.
He had long fingernails on one hand that he would occasionally use to slit people’s throats. He came across as a dandy & flower sniffing sissy - which kept people off guard until he could move in slash their jugular.
He was part of a rather long story & was finally dispatched by being frozen solid on the surface of the moon.
Chester Gould devoted several panels to this guy’s death. I think there were even frozen snot-sicles hanging from his nose. It really creeped me out when I was a kid.
