I saw it a few years ago on a well known streaming service though I cannot be confident which. It was a limited series adapted from a novel. It was about an older awkward English man with some amateur crime solving experience gets in trouble and is sent to Sweden to help a young female detective solve a crime. The big reveal is they have a personal connection.
There are loads of scandinavian noir, but this was lighter in feel at one point they make fun of Finnish speakers. Not comedy, but also no Nazi secret pasts.
Are you sure it was an English guy and a Swedish woman? Because it sounds like The Bridge/The Tunnel - the original involved an older Danish male detective and a Swedish woman detective, the latter was an english language remake involving an English male detective and a younger French woman detective.
There was a series where a US organized crime/mafia guy was sent to, I think, Norway (former Olympic town) as part of the witness protection program. He ends up helping the locals.
The series name is the name of the town IIRC but darn if my old brain can come up with it at this moment.

Fun Fact: You get an instant buzz if you chew snoose. A Scandinavian tourist offered a couple of sachets to two guys I used to work with. They were both experienced tobacco chewers but were almost blown away by the effect snoose had on them.
