help with Comedity punchline

Can I get an explanation for the punchline in this webcomic? I think there are two parts I’m not getting because I don’t recognize the reference. It’s in the current Comedity

First, I don’t know what ECPUU is, and why going up from a billion to 1.5 billion matters. Second, I don’t get the reference about fiber and melting.

For anyone not used to this comic, the last panel is located in the guy’s head, where different aspects of his personality discuss things. That part I got.

I really hate not getting things and will appreciate any comments you could spare.

First off, thanks for the comic tip. Awesome strip, I really like it! Kudos!

Secondly, I got nothing.

(I kept thinking of something akin to the hexadecimal system, in which HCPUU is 1.500.000.000, but I can’t put my finger on it. I also keep thinking COBOL, for no discernible reason)

“Ecpuu” is the secret codeword used by the Plaz-Mech cyborg asteroid pirate to conduct his auction for selling secrets at the human embassy’s party in issue 2 of Buck Godot: the Gallimaufry. One simply said “Ecpuu” and stated his/her/it’s bid and it was then recorded. As I recall, he was trying to sell the secret of what humanity’s big announcement was the next day. I won’t tell you what it was, cause that’d spoil plot.
