Help with story's meaning's

A dog barking story with a puzzling ending appeared in our morning paper.

Can anyone help me understand what the endings meaning means?

It started one spring. One neighbor began building a chain-link kennel at the very back of his property, against the fence of his neighbor to the rear. The other neighbor didn’t give it much thought or even recognize it as a kennel because the first neighbor didn’t have dogs. Then they showed up, two of them. Labs or something. The second neighbor still didn’t pay much mind, except when they barked as he and his wife approached the fence.

But as the dogs got used to their new surroundings, their perception of their territory grew. Now the second neighbor and his wife were getting barked at in the middle of their yard, then anywhere in it. Then it got really bad. What I can parse out is that the owners of the dogs taught the dogs to bark at black people. I guess the thought was that this man from out of town, the black man, would leave and go back to Chicago with his wife. This, I guess, would open up a job for the white dog owner. When the dog owner met the neighbors, he realized they were just people like he was.

The author is saying that the resolution was a simple one, no cops needed to be called, the dogs lived, and no one got killed over the incident.

He’s contrasting his dog dispute (I’m assuming he and his wife were neighbors number 2) with the Central Hillside murder. Earlier this month, Philbert Barnes of Duluth shot and killed someone because the second person had complained about a dog barking.

Robin Washington, the author of the piece, like Philbert Barnes a “black man from Chicago” who “has a baby mama in yet another city, bopped around at least a dozen addresses over the years and has taken a good job that could otherwise go to a real Duluthian who was born here.”

So in other words, Barnes shot and killed the person because he’s a thug, not because he’s a black man from Chicago who moves a lot and recently moved to Duluth, because our author, who’s also black, from Chicago, moves a lot, and is new in Duluth, managed to avoid killing someone as a result of his dog dispute.

I didn’t get that at all. It was just two wired dogs that liked to spaz out when the black neighbor was anywhere within eye shot. The dog’s owner finally behavior modded them with a shock collar to STFU, and everybody lived happily ever after.

I was thinking along the same lines as you until I read the last bit about neighbor number 2 being black and extrapolated the rest. Race being mentioned I figured race had to be important.

Race is important in that people are saying, basically, that “of course Barnes shot that guy. He’s just some black guy from the Chicago ghetto, and isn’t it a shame that all the poor black gangbangers from Chicago and Milwaukee are moving into Duluth and making it go to hell?”
