On the original The Love Bug movie theme, what was that musical instrument used? The one that sounds like a mix of a flute with a bird chime?

Or are they flutes with a bird chime like at 0:22 in the video?

Unless I’m listening to the wrong part, that is just a flute doing trills. Trills are an effect done with the tongue. (I don’t play the flute, but a friend demonstrated* the technique years ago.)
*On the flute! Get your mind out of the gutter.

Not trills. Trills (on any instrument) are the rapid alternation of two adjacent notes. What you’re referring to is called flutter-tonguing.

Ah! That must be it Biffy the Elephant Shrew, looking for flutter tonguing at YouTube got me this flautist showing the technique.
