How much extra work for TPTB would it be if some Dopers wanted to change their usernames during the holidays? So much that it would be refused outright?
Say, for instance, I decided that from December 1 through 31 I wanted to be KneadToKnow-Ho-Ho. But come January, I’d want to go back.

Pretty much. Which isn’t to say that it isn’t a fun idea, just a lot of extra work that doubles after you have to change the names back. On a small board it wouldn’t be an issue, and you could actually allow people to change their own names; on a large board like this, though, it ends up being a huge headache.
You can always play with your Location.
