I think that for at least some of the concessions (House rules related) the entire House has to vote to adopt them. McCarthy can only promise to promote them. If five of the “moderate” Rs oppose the rules we will be back with a new shit show - House needs rules to function.
At this point, unless he winds up winning the Speaker vote McCarthy’s political career is over. If he had stepped aside after the first vote he might have been able to salvage something. Now he’s just pathetic.

The point of the concessions is that is part of the price of having the support of a sufficient number of party members to accomplish whatever agenda they want. The Speaker of the House is not an autocrat.
Simply winning the position by crook just kicks the can down the road, potentially only by a few days, since they’re going to actively get in his way at every turn if he tries to bypass them.
