Somehow , Somewhere ,somewhen a eBoom toolbar has started coming just below the address bar , and what ever I try to , including removing all the bars, it does not go away . Anyone help!!!

if my assumptions of the above are correct, go to Start/Settings/Control Panel/Add-Remove Programs and click on eBoom Toolbar and click on uninstall.
You’ve been caught by some spyware. Try running Adaware (from http://www.lavasoft.com). I’m not sure if it includes eBoom or not.
There’s supposed to be a removal tool at http://www.eboom.com/bin/eboomun.exe I can’t vouch for it, but give it a try.
This type of crap is becoming more and more common. NEVER download strange software in order to use a website – it’s probably spyware and is often a bear to remove.
