You need to have a deep conversation with ChatGPT itself, explaining exactly to it what you want, and it will either tell you how, or it will tell you it can’t do it. Nobody here will give you a better answer than ChatGPT will.
You can make a forum anytime. The things you did not mention include the website you will need to host (and pay for) and the need for a forum. You can’t just plop down a forum and expect members to show up.
Chat GPT will not just give you these as a gift.

I suppose that if you’re a programmer looking to create new forum software, that would be easier with the assistance of ChatGPT. But if that were the case, you wouldn’t be asking us how to do it.
You know what’s even easier than that, though? Not making your own forum. Just use a forum that someone else has already made. There are a lot of options out there.
