I found the Temp file but there’s nothing in the IE Content file. Is there an option where it clears itself? There has to be tons of cookies etc. in there.

Uhh, that doesn’t work properly - turn on ‘show hidden files’ (Tools --> Folder Options) the goto C:\ --> Documents and Settings --> [Your user name] --> Local Settings, and see how big the ‘temporary internet files’ folder is.
This programme clears it out very well.
