That’s correct, it’s “bienvenue au monde” for a baby of any gender.

(When you use “bienvenue” as an interjection, it’s invariable, always with an e, because there it’s etymologically a noun: la bienvenue, as in souhaiter la bienvenue. It only becomes variable when it’s used as an adjective - vous êtes les bienvenus, for example.)
