I think it’s a combination of his habit of wearing poorly fitted/baggy pants or occasional videos that look like there’s a lot of extra padding in his pants. Like this video for example.
So to speak. 
I don’t think that people were scoffing at the idea that he would do such a thing, just scoffing at the idea that it would actually have any chance of success.
