I suspect you’re right—his brain got tangled up between ‘utilize’ and ‘mutilate.’ (According to the process referenced by @DWMarch ).

On the other hand: once he’s made an error, he obviously deliberately repeats it—partly to prove he Makes No Mistakes, and partly because it annoys people.

(We really MUST find a way institute some sort of minimum level of psychological testing for Presidential candidates. Yes, it will probably mean a new Amendment.)

I think you’re misunderestimating him.

This is literally what we have Congress and also the 25th Amendment for.

If that’s not enough, that’s because we (collectively) voted for people who would never use those options. And if we’ve reached that stage in our society, no number of regulations or amendments, no matter how well intentioned, will suffice.

It’s true that W produced his own share of ‘new words.’ However, I’m not sure that he was as aggressive as Donald in repeating them. (Did W use “misunderestimating” after it was first ridiculed? I’m thinking ‘no,’ but not sure how to search that.)

Topic of another thread, but: we allowed being in Congress to be FAR too lucrative. The amount they make as lobbyists dwarfs the salaries they got while in office, and the prospect of those massive payouts keeps them doing as little as possible in Congress (so as to qualify for the big payouts).

Really, really bad system. Possibly the Founders’ biggest failure of imagination was that they couldn’t foresee the rise of the megacorporations (and their wealth and power).

Seriously though, while anyone can mash two words together while talking, Trump does it with alarming frequency. The media is not nearly as concerned about it as they were about the health of Biden, who sometimes struggled to talk because he has an actual speech impediment.

Yeah, the media is also up in arms about his verbal assaults on women reporters, and the media also lack the guts to call him out. I’m tired of the Shipshewana my country has become.
