Define “city” and define “permanent address”.

According to most people, Madrid is a city. According to the Spanish Ministry of Foreign Affairs, you must report an address of record if you’re staying in one place for 30 days or more. According to the above, I lived in Madrid.

But Madrid is legally a “village” (seriously) and while I stayed there for several months, my address for taxation purposes has been the same two for most of my life, including the years I was in college in Barcelona… for voting purposes, it was the same for 20 years and has only recently moved to a village. So if you ask the Spanish Voter’s Census, I’ve lived in the same Spanish town even the four years I was living in Miami and the year I was in Philadelphia and the year I was in Basel and the two years I was in Scotland (Glasgow and Edinburgh)…
