It varies state-by-state, but IME, you need paperwork from your employer in order to file. Technically, they’re supposed to pay you until they inform you, but given the bizarre way they’re treating you, I’d say that this may not happen. (Filing a lawsuit against them over this is entirely up to you.)

Curious you should choose that date – I received a (modest) salary increase on 08/01/08, and then again on 10/1/08 I was given a promotion and concomitant second increase.
Meanwhile, the falling housing market caused my county to reassess property values, resulting in the property tax escrow portion of our mortgage decreasing – our mortgage bill went down, although only by a smidge, and we received a moderate-sized refund of escrow to boot.
I realize this is an unusual circumstance. If it makes anyone feel any better, I lost a good job in 2002 and spent all my savings – literally burning through the 401K plans and taking the heavy penalty for using them – and had a lien posted on the condo at the moment I finally got full-time employment once again. Said employment was steady, but definitely a step down compared to what I was used to.
This year has been my best year since that debacle. So far, I am doing well by my standards – probably finally recovering from the disaster financially – but, mind you, that’s “by my standards”…it’s frankly probably a lot less money than most adults earn, and we’re in a ridiculous-cost-of-living area.
Still, I feel lucky; the financial world is collapsing around me and I’m getting increases while my mortgage gets lowered.
