If a handicapped person is separated from an elderly person by a white wall the one in the wheelchair should NOT climb up through the window, as they will fall. The elderly person should climb out and around as they are more physically suited for the task.
Clearly it means that the handicapped and elderly should not be pushed out through the bottoms of the windows, only through the sides. Presumably those talking on cell phones can be ejected in any manner.
