Lets say I consider myself a modern day master of design. Is there some application I can put in somewhere after the design is finished for review?
What would the review process be?
For some designs, it’d be necessary to know potentially classified information, like logistics. Depending on the scale of the intended implementation the object, whether it’s a new caliber of firearm or vehicle, logistic consideration is a factor.
Is there an application somewhere for that information?
Obviously, having a degree in whatever field would count – but for the sake of the hypothetical assume an unrecognized engineering intelligence, a traumatic brain injury which six months later resulted in an aptitude which is rather unexplainable.
I don’t mind collaborating, but I don’t want to work with or for other people. So I absolutely will not move, or work for a company.
My best guess for a place to start would be the Patent Office. File your idea there. Then find funding from some entity to make your vision a reality and solidify your patent position.
Then find an opportunity if you want to work for the federal government at FedBizOpps where you can apply/submit a proposal to use your invention to solve a need for the government.
I believe the generally accepted route is to keep the plans for yourself, get a spandex suit and build the items yourself using your family megacorporation. You have to be careful, though, because the fanboys will constantly compare you to Superman.
Your skill isn’t worth anything by itself. You need to be self-motivated or self-funded enough to build prototypes, or work your way up in a company until they recognize your talent and you’ve established a reputation, or something along those lines. Patents would help a bit, but ideas are a dime a dozen and interested parties can’t weed the wheat from the chaff unless they see something in action.
Maybe there’s a path of building a reputation online by submitting innovative ideas and designs to increasingly reputable journals, and saving your “big” idea for last. But this would still require some degree of social skill.
In the end, you need to convince someone, somewhere, to care about your ideas. This requires more than simply a genius design. After all, if it’s really that genius, it’s unlikely to be obvious to any lesser intellect examining such a design. Bold new ideas require a big push to get them recognized as such.

It takes more than your willing to commit to; so there is no point in wasting your time.

If not for the good of society, then why? We don’t need any more junk to buy on-line, and I can assure you, it’s already been thought of by someone else.
The hypothetical isn’t selling online junk. Nor is he interested in the good of society.
There is a backstory, but it’s irrelevant to the question at hand, just what methods of submission would he go about. All I’ve got to do is tweak so he’s rich enough, or finds a gullible rich enough guy, to fun his building his gadgets and/or gizmos.
