In 8 years, Bill Clinton came to Israel only three times, and once was for Rabin’s funeral and another was for a peace conference. I don’t think Reagan or Bush I even came here once.

I think it’s fairly routine for the president to send envoys to other countries. And yes, it would also probably present a significant security risk to place the president into what is, essentially, a slow-simmering war zone.
