I can't install anything in Win 10 - No user is admin

All my searches lead me to options I don’t have. Family and Other Users does not appear in Accounts in Settings. Managing accounts merely takes me to the Microsoft page to set up things about One Drive and such. I can’t run CMD as admin. That action and all other changes like installing something ask me if I want to allow this app to make changes to this device, and the only option is No. I have 2 accounts registered on this laptop, neither of which apparently is the admin, and there is no option to change anything about this.

I had forgotten that MS is this incompetent. They have very cleverly hidden the function to change an account to be the administrator, and they’ve created a situation that shows no avenue of escape. Can someone help?

As usual, I spent half an hour working on the problem before asking for help, then the solution was found in about 2 minutes after that.

I signed into another account, the Family option appeared in Settings, I was able to change the admin account, and now I can install things. WAY to complicated and opaque, but I guess that’s what you get with MS design with the UX. They’ve never been good at making something intuitive, not that Apple is nearly as good as they claim, either.

IIRC control panel still works via search, even though you may not find it in the menu. But if you didn’t have admin rights, you wont be able to change things.
