I need assistance from the memories of Chicago Dopers (or any free-marketers)

I recall a story about, I believe it was, the Sisters of Charity being closed due to the fact that they had plastic wastebaskets rather than metal wastebaskets. Once they replaced their wastebaskets with regulation ones, they were allowed to reopen.

Naturally, Google searching on a news story several years old is fruitless. I’m wondering whether any of you remember the story or something similar.
