I think the definition of racism might have evolved to include things like systemic racism that does not require any discrimination or prejudice. But in this case the plan is explicitly being implemented to select children of one race over children of another race.
Because his purpose and goal is to select students of a particular race and his indifference to the negative impact on asian kids in pursuit of that goal shows a deep seated racial bias. If the disparate impact was against any other minority he would call it out as racism but when its against asians, he seems to change his tune.
Racist motivation is not necessary for racism to exist. I don’t think iiandyiiii has an animus against asian kids, he’s going out of his way to hurt them. He just doesn’t consider them as important as kids of other races, he wants his version of social justice and if asian kids have to pay for all of it, well, that’s a price he is willing to have asian kids pay. That is racism by modern definitions isn’t it?
One of the tenets of critical race theory is that nothing happens (good or bad) to minorities unless it also serves the interests of whites. It is probably more accurate to say that nothing happens for the benefit or detriment of politically weak groups unless it is for the benefit of politically powerful groups.
