If you do not know what is being burned, then you do not know if it is harmful (e.g. plastics) or not harmful (brush). Nor have you established whether or not the EPA violations had anything to do with actual harm.
It could be that your neighbours should change their practices to reduce harm. It could be that your EPA laws chould be changed to not restrict practices that do not cause harm.
You simply have not provided sufficient information concerning what was burned and what the law is.
(Muffin, who lives in the country, burns brush, cardboard, and non-treated lumber, and takes all else to the dump.)

Grrr. How about the “mothers and expectant mothers” spots, which are right near the door? That really pissed me off the other day, so I rationalized that I am a mother of several cats and I have expectations of one sort or another, and I parked there.

I live in northeast Florida on a small horse ranch. At various times, we will have quite a pile of debris to be burned. The procedure is to call the fire marshall’s office at City Hall and arrange for an inspection. They come out, check to make sure that you have the required distance from occupied dwellings, no construction materials, etc and issue a one month burn permit. If you are going to burn on weekends, you have to call the office by 3:00 on Friday afternoon so that they can put you on the list sent to the Forestry Department.
Of course, there are burn bans when conditions warrant. We were finally able to burn last January after months of drought conditions. Our neighbor, who I mentioned above, brought over his loader and pushed everything together and turned it so that the dirt would shake out. Although we had a permit, an added bonus was that the local fire chief was my neighbor’s father in law. Another reason to be nice to the folks around you…
