There is a good case to be made that Bush did not devote resources to finding Osama because he wanted to focus on the Iraq war (which as we know as an undeniable FACT now was started based on a lie, the false claim that Iraq had WMD when US intelligence was saying they had already destroyed the WMD.)

While Leo IV did indeed built the Leonine Walls around the Vatican in response to the Saracen raid of 846 and bits of those walls still survive, those aren’t the ones that now surround the Vatican - the current walls are much later, mostly dating from the reign of Pius IV in the sixteenth century. Their construction had rather more to do with the fact that there had been serious rioting in Rome following the death of the previous Pope, Paul IV, and that the Sack of Rome had happened only a few decades earlier.
