The title of this thread is a statement made by an eBay seller just after outlining his policy on refunds. On first reading, it seemed that he was saying that if he felt like changing his mind and breaking his own rules, he would, but then my brain caught up with itself and now I’m not sure whether or not it makes sense anymore…

He means ‘I reserve the right to grant exceptions to this rule’-ie if he feels like it,he might ignore the rule for you.
What he said was ‘withhold’ which means the opposite-ie he wont permit exceptions.Withholding rights is usually done to other people-he could stop other people granting exceptions,but it’s rather odd to do it to yourself.(so to speak:D)
I forbid myself from breaking the rules I have just set for myself!!!
