ID an owl story?

This query came my way today and I was totally stumped. It’s not much description, but maybe somebody Dopish has a clue…

I’m not very clear on the details, but essentially the story is about an owl that lived in a tree and became very wise. People would write to him for advice. He decided that he would only open the mail if the letter came with a pre-payment of money. If he liked the letter, he would return their money.

Probably a story for kids as well. Any klews?
