Late 80s, early 90s, maybe. I think it sampled “Everybody Dance Now,” and the video had a middle-aged gent, kinda looking like Isaac Asimov, as a kind of instructor. (But he did not go around proclaiming “Science!”)

On the remote chace anyone else was curious about this, I found the answer by accident. Bingo Boys with “How to Dance” (1991) . Also for me to refer to for the next time I forget it.
