Muttley was the sniggering hound. Snuffles the faithful bloodhound employed y QuickDraw McGraw would also occasionally snicker, but mostly he’d beg for dog biscuits.

I just remembered Jabberjaw, who was voiced to sound like Curly from Three Stooges.

That’s the guy. IIRC he would occasionally moonlight for Snooper and Blabbermouse.
The three were: Muttley from two different shows (Wacky Racers and Dastardly and Muttley in Their Flying Machines), Mumbly (who had his own show, and who looked a lot like Muttley), and Precious Pupp (who had a segment on The Atom Ant/Secret Squirrel Show).
I think the sadistic dog from Bad Luck Blackie had that laugh, so maybe it originated with Tex.
