Identify the Short Subject

A few years ago, I remember watching a short subject on TCM.

Some items I remember about it:

  1. It appeared to be one of those “everyone we employ appears on camera” shorts, and was (at least in part) set on a ship.

  2. The only people I remember being in it were the Marx Brothers (minus Zeppo), Hugh (Woo-woo) Herbert, and Joe “Duck” Penner.

  3. The presence of Penner means that this short was filled before January 1941, when Penner died.

  4. The non-presence of Zeppo Marx suggests that this is from the MGM period.

  5. Some of Herbert’s lines appear to be a parody of the original “Mutiny on the Bounty”.

The IMDB doesn’t recognize this.

So, does anyone know what I saw?
