Looks like some sort of tree frog. The ones here in Michigan can be quite bright green.
I was going to guess Green Tree Frog, but I don’t think they live that far north.
That’s him. That’s the frog that stole my wallet.
Approximate size is important. If it’s about 3 inches long, it would be the Green Frog (Rana clamitans). I’m going from memory, but I don’t think any of the very green treefrogs (about one inch long) occur in New York state, and in any case, would not likely be on the ground.
The Green Frog is the one that makes a slingle loud Gwunk" sound, like plucking a banjo string.
Oh, wait, it could be gray treefrog (Hyla versicolor), which is able to change color according to background environment., and can be green – but only if on a leaf or other green background…
Again, refer to size. The Gray Treefrog would be less than 2 inches long, and the Green Frog well over 2 inches long.
The proportions and presence of toe pads indicate it’s a Gray Tree Frog Hyla versicolor. They are variable in color, and can be green.
Gray Tree Frogs range occur in upstate New York, and range into southern Canada.
It’s definitely not a Green Frog, which has quite different proportions and lacks toe pads.

That’s the one I linked to upthread, and I’ve seen them several times here in Michigan so I assume they’d live in upstate New York as well.
In the OP’s photo, you can see yellow patches on the hind legs.
Thanks. I have seen that species before, but only in their grayish-brown states, and I didn’t realize they could change color.
He’s still in WNY if you’d like to come confront him (the title originally contained the word “species” before the page froze and I had to rewrite the OP).
