Most the Cubans who left and have money and business experience are the ones who have spent the last 40 years funding overthrow attempts and lobbying our government oust him. Not the kind of people he wants to invite back home.
The fun is in thinking “In my world, I’m right, and I can make everyone else here [act like they] agree with me!” Doesn’t do it for me, but these dictators’ worldviews and egos are far removed from those of normal folks.
Cuba needs the US most of all as a place where disgruntled can go so they stop being a problem for the Dictatorship. If they had no release valve like that, Castro would have been overthrown years ago.
