I would normally consider that to be a near-certainty. At the end of the day political executives are still vastly more powerful than even the wealthiest CEOs. Musk has the trappings of power, Trump the actuality.
It would be a spectacular and counter-intuitive implosion if Musk came out best in this exchange.
He’s a Canadian citizen and therefore has a constitutional right to enter Canada:

Musk’s mother was a Canadian citizen, born in Regina, Saskatchewan, and under the citizenship laws at the time of his birth, he was born a Canadian citizen, in Pretoria. That kind of citizenship by birth can’t be stripped away.
Well, they could deport him to Canada, where he could then claim his rights as a US citizen were being denied and so give the US a reason to invade and annex Canada. It’s brilliant!
Except if they deport him after stripping him of US citizenship, he couldn’t claim that Canada was denying him his rights as a US citizen; he wouldn’t be one anymore.
Trump would sign an EO stripping Musk of his citizenship, thus giving Musk no rights as an American citizen. Hey, why not; Rule of Law seems to mean nothing to Trump.
Such a stickler! Also assumes facts not in evidence, viz. that Trump cares about the law. It’s a big, beautiful plan that top men have been working on! Don’t mess it up!
I don’t care about his strong supporters. They are locked in.
How can Trump fail to be at least somewhat victorious? So, SpaceX will keeps some contracts, but loses others. Maybe Tesla’s market share plunge, in Europe, will stabilize. But that’s not victory over Trump.
I find it hard to believe the Trump administration won’t try to arrest him. That’s what dictators do to the biggest non-compliant oligarchs who rebel. And it could even be that Musk will be guilty as charged. He must be guilty of something! Then what does Canada do when the U.S. makes the extradition request? It probably will be in their national interest to honor it. Trump ahead.
Trump needs a win. He will push very hard to pass the BIG bill. If not, he will be a failure as dictator. And this win will just prove he is boss, not Musk.
Except that would require that the US government write a check for Space-X to Musk which I think would make Musk quite pleased since it would be quite a large check.
