If you keep waxing or plucking an area does it eventually become hairless?

From personal experience, I used to pluck the center of my monobrow, and now I don’t have to. It no longer has visible hairs.

Does that work for areas repeatedly waxed?

And what about people with heavy-duty chemical face peels? Are they hairless?
