I could be wrong, but it’s probable that his respect for the chain of command is stronger than his personal opinion on the subject. Note that his reply to Gonzales in the hospital included nothing about whether he agreed or disagreed with Comey’s decision, only that Comey was the AG at that specific moment and Ashcroft wouldn’t assume authority over him.

Comey said Ashcroft went on a spiel on why he wouldn’t sign it before saying that Gonzalez should be talking to Comey, anyway.
