That’s because the statistic ignore sexual disparities. In Germany, both sexes drink about equal amounts; in Russia, mostly the men drink. That’s why the average life span of Russian men is 10 years shorter than Russian women, compared to just 6 in the U.S.
Men drink more, in Russia and everywhere I have been (except, maybe, England). But Russian women drink a lot too.
It is rather that Russia lies to the WHO, as the Russian state lies about everything to everyone. And they seem not to wnat to include moonshine and methylalcohol in their statistics. I don’t care but I know better. As anyone who has ever been to Russia knows too.
