I would say the transition’s when the oath is given. Noon was the scheduled time. If a plane arrives a bit early, it’s not going to wait short of the gate for ten minutes because the schedule says arrival is noon.

The transition is set by law. It is at noon on January 20. Not when the president elect takes the oath.
