I’m trying to use the App store on the iPad, but it’s stuck on the display for a particular app. It looks like someone (probably the Cub) was trying to find an app, and there’s an info screen showing for a particular app, but it doesn’t have a “close” button in the upper right corner, and I can’t figure out how to close it and get back to the app store itself.
You might try:

Just because an app is listed on the double-home screen doesn’t mean it’s open. That display doubles as a recently-used list, and there’s no visual distinction. Barring the occasional bug or to clear out confidential information from the screen, you should never need to manually close an app, no matter what the Internet says. iOS will close a non-foreground app if it needs it’s resources without your intervention. If the developer did their job right, this will be invisible to you, and it’ll seem like the app was kept open all the time when you next use it.
As for the OP: tap outside the pop-up window to close it.
If you’re really stuck, or your having systemic problems, hold down the power and home buttons together for about ten seconds to “reboot” the phone or iPad. This will generally fix “weird” problems.
