You are correct that the initial reports I had read wrongly attributed the spike to Fallujah. I’m glad to see the actual report, finally.

I would still be reluctant to bandy this report about until an actual census can be taken, however. Reading the full report simply raises more questions for me: their “random” process was affected by whether they thought it was safe to interview a specific region and they made assumptions that “similar” locations that were safe would give similar results; they made the assumption that urban results would give the same results as associated rural areas. Their numbers may turn out to be correct when a genuine count can be assessed, but I find it counterproductive to wave that number around before it has been corroborated, since it is the practice of arguers (both sides) to sieze on individual factual errors to dismiss the entire argument of their opponents.

Even the 10,000 to 37,000 deaths estimate is pretty horrendous. Getting dismissed for “inflated” numbers does nothing to promote the discussion.
