The Democratic Party is so wide-ranging in views that you could be anywhere from far left to centrist and still be considered to be within the boundaries.
So, no, she’s technically not rogue. This is like asking if a quarterback has gone rogue from the West Coast offense by throwing deep passes.
Since it’s next week that a specific-to-2024 official party platform and campaign message theme get fully presented, right now she has been, as expected, doing her thing in support of the main general Democratic objectives of getting in the way of the return to office of you-know-who, and to elect as many downballot Democrats as possible…
Indeed. This is a party that includes Bernie Sanders at one end of the spectrum and Joe Manchin on the other.
