If I sent someone a file which I know to be infected with a virus via email, is it illegal?

In what jurisdiction? It’s a pretty cut and dried “yes” over here (although I’m never sure where the lines are drawn between the English & Welsh and Scottish legal systems) - see the Computer Misuse Act 1990 (section 3).
I would be surprised if other countries do not have equivalent legislation.

Section 1030 of US Code. Short version:
Maximum $250,000 fine and/or 10 years in a Federal Penitentiary. For the first offense.

It’s worth noting that 49 of 50 states have laws against this as well with penalties ranging up to (and possibly beyond) a fine of $150,000 and/or ten years in prison per offense.

if the person you are sending to knows it is a virus in advance I believe it would be legal depending on what they planned todo with it. For example sending a virus to an anti-virus firm
