It’s described as a $39 Zara jacket. I’ve looked around and don’t see that jacket with that phrase for sale.
Is it a off the shelf item? Did someone put that wording on the jacket afterwards?
I see all sorts of catch phrases on clothing.
Is “I Don’t care, do U?” a popular cultural catch phrase? Is it on a lot of clothing?

First lady Melania Trump took a trip to the US-Mexico border on Thursday to tour an immigrant children's shelter, but her trip is getting attention not only for her action, but also for her wardrobe choice before and after the journey.
I’m sure it was intentionally put on afterward. I’m not aware of any such catch-phrase, and I am certain Trump apologists would be pointing out other jackets with that phrase if they were mass produced for retail.
Soooo classy, those two. Maybe this will make those who praise Melania as a beacon of elegance and grace in the White House will shut the fuck up now.

No, it came with writing on it. My daughter has a friend who has the jacket. She’s mad now cause she won’t be able to wear it anymore.

How can you have a thread about Donald Trump or Melania and pretend it is not political?
My understanding is that yes, it was an off-the-shelf item from Zara - but it’s not the same thing as off-the-shelf Levi’s jeans, they are a “fast fashion” brand, whose business model is built around designs selling out and changing very quickly.
I took the OPs question to be about the jackets availability.
I think I read it was for sale in 2016.
Some celebrities do mix high and popular fashion, but I don’t recall the First Lady doing so in the past. Proving nothing.
Yes, I wasn’t sure if this jacket was worn by a lot of women. Some catch phrases get repeated everywhere. They become part of pop culture.
The lettering looked amateurish and I wondered if it was a DIY job.

According to the vox.com article linked above, the coat was worn only in Maryland and not at all in Texas.
Though the first lady arrived at Andrews Air Force base in Maryland wearing the jacket, by the time the plane landed in McAllen, Texas, she had changed into a far more innocuous cream colored jacket instead.
In a rather brazen move, however, she changed back into the jacket upon landing back in Maryland later in the afternoon, despite the swift criticism and the fact that the temperature was 81 degrees. This time around, photographers were also given full view of the offending garment.
