On fast.com my speeds range from 8.7 to 11 Mbps. I think that’s pretty horrible, yes?
Secondary question: If I call and complaint to my ISP, are they likely to have the ability to improve my internet speed in some way without bumping (selling) me up to another level?

I’m out in the sticks, and just signed up for Verizons 4G service. I’m getting about 12, 13, 15, 18 sometimes over 20; its all over the map. Works for me.
I’m currently showing 36, on a connection with a nominal speed of 50.
I’m with you regarding the faster speeds. I’m on the third tier of my ISP’s available packages, and Cox is constantly sending promotional emails pushing me to upgrade to the 150 or 300 megabit packages.
I guess if you have a really big family, with four or five people online all the time, those top-tier packages make sense, but I don’t think I’d see any practical benefit at all to upgrading. There’s only me and my wife in the house, and I can comfortably stream a hi-def baseball game upstairs while she streams a hi-def Netflix movie downstairs, with speed left over for browsing and downloading.
I’m paying for 50/10 and getting 62/12 right now. My computer is 8 years old and even that speed is a little pointless as the little 'puter isn’t fast enough for that to make any difference. My phone is on an unlimited data plan and getting 75/11 right now - which of course varies depending on where I am in the city and time of day.
